In 2001, when Portugal became the first country to introduce drug decriminalization legislation, drugs were no longer illegal for personal possession or consumption.

What the law really means

In 2000, Portugal passed Law 30/2000 to remove criminal sanctions for the personal possession of any drug. That includes marijuana, cocaine, heroin, and ecstasy.   • If this is the second time you’ve shown up (then you’ll likely get hit with something worse than last time)
  • If the committee thinks you have a dependence problem (they’ll send you somewhere for treatment)
